A-R Board approves reorganization petition

Signatures sought to complete planned July 1, 2013 merger

ARMSTRONG?- The Armstrong-Ringsted Board of Education Monday night approved a reorganization petition which, pending voter approval, would set in motion consolidation with Sentral School District effective July 1, 2014.

Superintendent Matt Berninghaus told the board Monday night that Armstrong-Ringsted School District would require 375 signatures. After superintendents and board presidents of the two districts had recently met, Berninghaus said one issue that had arisen was what the new voter districts would look like. He said the new North Union School District - comprised of what is currently Armstrong-Ringsted and Sentral - would have three voter districts based on population, with one board member for each district and two at large. Bonds would remain separate. Berninghaus said Sentral had already approved the petition at its board meeting.

Berninghaus said Armstrong-Ringsted has 1,600 registered voters and 326 petition signatories would be needed to take the issue to election. He said Rick Engel, the attorney working with the districts on reorganization, had recommended that 375 signatures be obtained. Berninghaus said Sentral would need 171 signatures from its 850 registered voters, or to be safe, about 200. Berninghaus said signatories would not have to be registered voters but those who would be legally qualified to register.

Petitions would have to be turned in to the Prairie Lakes AEA in January with the election either in June or September 2013. The regular school election is in September while the special election would be in June.

After further discussion, the board approved the petition.
