Armstrong OK’s water tower plan

ARMSTRONG - The Armstrong City Council Monday approved a proposal by Maguire Iron of Sioux Falls, S.D. for repairs of the old north water tower.

The $55,900 project includes sealing the top of the water tower and applying an epoxy coating inside the water tower.

Council member Dave Grussing said Maguire will first coat the seams and rivets with epoxy before applying an overall epoxy coating inside the tank. City clerk Connie Thackery said the last time the coating was applied was in 1995 - and it seems to still be intact even though the coating is recommended every 12-15 years.

When council member Warren Haeckel questioned the amount, Grussing said if there were other companies around to bid, the price would likely be just as much if not more.

Maguire also agreed to carry the cost over the current and next fiscal year, without interest.

After approving the proposal, the council then took on the issue of garbage, water and sewer rates.

Council member Don Leach said the city needs to put away money to cover water tower and lagoon improvements, and Grussing said he hadn't seen any rate increases since he came on the council four years ago. Grussing said a $2 increase on monthly water bills would raise another $10,400 a year. Sewer rates, automatically assessed at 75 percent of the rate of water rates, would raise another $7,200 a year.

After further discussion, Grussing moved that garbage rates be raised 40 cents per household, to $10 for one-person households, $11 for two and $12 for three persons or more. He also moved that base water rates be increased $2 a month, making a total $3.90 monthly increase.

In other business, the council gave permission to sell the current city-owned handgun.

The council also approved a service agreement for the handheld radio for $130 a year.
