Berm to protect historic site from most flooding

The Estherville Parks and Recreation Board on Monday approved the low bid for the Estherville Rock Garden project.

The project entails the creation of a berm, which will help protect the historic site from spring floods along the west fork of the Des Moines River.

Valley Contracting of Estherville submitted the low bid of $16,184.40 for the project.

The other bid submitted came from ABC Services of Estherville and was $22,155.

The plan calls for a berm to be built up around the rock garden except for the parking lot side on the north.

It also entails tiling and the insertion of a valve to release water from the garden into neighboring School Creek.

The parks board has budgeted $15,000 for the project.

In other business, the board approved the fees for the upcoming year.

Changes include a $15 per child fee for little league regardless of how many children are participating from the same family. However, parents with more than three children competing in little league will be requested to call the parks and recreation office to receive a discount.

This is the first year parents can register for little league online. Parents are encouraged to register early so teams and coaches can be set up.

Other fees include a proposed $10 fee for tennis and a $5 increase for swimming pool passes. The daily rate at the pool will not change.

The Parks and Recreation Board also discussed shade structures for Lincoln Park. The board received bids from four companies, but questioned the quality and the differences in design. City administrator Penny Clayton promised to gather more information for the April meeting.

In other business, the board approved the request from the Relay for Life Committee to reserve Library Square, picnic tables and bleachers for the June 1, 2013 event.
