The Emmet County Board of Supervisors Tuesday discussed procedures for leasing county ground to the Emmet County Animal Shelter.

Board chair Alan Madden said county attorney Doug Hansen had researched county property the animal shelter wants to use for parking and determined that the Emmet County Fair Board has a lease on the property until 2048. Madden said the

fair board will sublease the ground to the animal shelter which will provide a document with stipulations the animal shelter must follow.

Madden said Hansen had determined that an easement of the property to the animal shelter was not a good option.

In other business Tuesday, the board set a public hearing for 9 a.m. Tuesday, April 16 for a new confinement feeding operation for Shane Smith, or SMS Swine, LLC located in Section 28 of Estherville Township.

Madden said an on-site inspection will be required to verify separation distances before the hearing.

The board also approved a $485 payment to Clay County for work done on DD61. Madden said the work included removal of beaver dams and tiling.

The board also approved an agreement with Northwest Iowa Planning and Development Commission.
