The Armstrong City Council in special session Monday chose INS Group to do a water plant and water tower study for $3,500.
The firm already did a lagoon study for the city. INS said the water plant and water tower study should be done in a month.
The standpipe on the city's older north water tower froze and broke this winter, shifting the council's focus from upgrading the lagoon to the water system.
The study will look at repair or replacement of the water tower. The city's insurance will cover repairs, but federal money is available to assist with replacement.
The city is also looking at replacing the water plant iron filter after temporary repairs were done earlier.
The other firms submitting proposals to do the study were Bolton & Menk, Inc. Engineering and DGR Engineering.
