Toby attended Estherville Schools. During high school his dad had an accident and Toby decided to take a break from school to help support his family during a difficult time. He later returned to school and graduated from Estherville High School in 1964, an accomplishment he was very proud of. Toby then went on to work for a construction company and that sparked a lifelong career in the industry. Toby was united in marriage to Barbara Clabaugh on July 23, 1969, in Sioux Falls, S.D. The couple made their home in the Dolliver, Iowa area. After working many years in road construction, Toby decided to start his own construction company, which he named Jentra Construction after his children Jennifer and Travis. This allowed him to spend more time at home supporting his family and enjoy being able to attend his children's sporting events. Toby also enjoyed working as a bartender throughout the years and ended his time in the work force working in manufacturing at AgChem.

Toby enjoyed spending time with his grandchildren, camping at the family campground "Curry Cowchip Campground", and watching sports. Later in life, Toby spent most of his time following auto racing. Golfing, bowling, casino trips, karaoke, and attending trivia nights also brought him great joy. He was a member of Trinity Lutheran Church in Estherville.

He is survived by his wife of almost 50 years Barbara Houge of Dolliver, his children Jennifer (Doug) Bradley and Travis (Katie) Houge all of Brownsburg, Indiana, five grandchildren Dylan Bradley, Logan Bradley, Carly Jane Bradley, Easton Houge, and Sterling Avery Monroe Houge. He is also survived by his siblings Arlene (Charlie) Nourse of Estherville and Everett (Janet) Houge of Superior, brother-in-law Paul Timmons of Des Moines, and multiple nieces and nephews.

Toby is preceded in death by his parents, his father and mother-in-law Alton and Margaret Clabaugh, his siblings Mark Houge, Evie (Merritt) Hoffmeyer, Janice Timmons, and Karen (Ronnie) Stoltz, and a nephew Steve Nourse.
